After invoking "setup.py install", ParserImpl.so was not copied to site-packages, and neither was ucpp.so. The version being used was Synopsis-06-01-07; the operating system is Debian unstable (Py 2.3)

can you remove the toplevel 'setup.cfg' file and try again ? Thanks

I mention setup.cfg in the README, and in particular, the fact that this file has to be removed before calling 'setup.py install'.
