Synopsis - Issue Tracker

There's something oddly hard-to-use about the 
way functions show
up in the summary and details section for a 
namespace.  The two instances don't show 
significantly different information, except that 
one is missing useful comments.

The comment processing into documentation, as well
as the split into summary and detail, have been
completely rewritten. (This is now optionally
handled by python's docutils, i.e. when
markup = "rest".)
